June Energy Panorama 2023

Welcome to the June installment of Energy Panorama.

This edition is being composed fresh off our Brazil Energy & Sustainability Roundtable in Rio de Janeiro organized in collaboration with the Brazilian Center for International Relations (CEBRI).

Our discussions featuring representatives from industry, government and the private sector assessed and debated the mosaic of the Brazilian energy sector and role as a key stakeholder for global energy security across a wide range of energy sources, as well as Nature Based Solutions for emissions reduction. Add to Brazil’s legacy low carbon electric matrix and prolific offshore oil and gas the potential for lithium, hydrogen, offshore and onshore wind, and the upside is clear. But doubts around legal and regulatory certainty remain as key energy legislation has yet to pass Congress since President Lula took office in January. Further, Petrobras’ pivot to embrace energy transition is also in early stages and how and to what extent hydrogen, advanced biofuels and offshore wind become commercialized by the NOC remains to be seen. Most passionately debated was the need to further leverage the country’s immense talent for the workforce of the future, a workforce that more truly reflects Brazilian society.

Our featured report this month is The Key Role of Seafarers in National Economies in a Net-Zero World, a report commissioned by the International Chamber of Shipping.

Together with our Non-Resident Fellow Leonardo Beltran, we were pleased to count on research, analysis and writing from another wonderful group of graduate students from the University of California San Diego School of Global Policy and Strategy – GPS (Andrea Velazquez, Ernesto A. Castañeda, and Paula Jaramillo).

In June, Chris Sladen, Non-Resident Fellow, focused his latest Energy Matters essay – What the tech! – on what he called our multi-fuel future in which all clean energy technologies are needed.

Also this month, Jeremy Martin wrote a commentary for the Inter-American Dialogue’s Energy Advisor newsletter in response to the question: How Can Honduras Strengthen its Electricity System?

Beyond Brazil, we are excited with our event and program calendar for the second half of the year. We return to Buenos Aires on August 22 for our annual Argentina Energy Roundtable in collaboration with the Center for the Study of Regulatory Activity at the University of Buenos Aires (CEARE). The event will be held just after the PASO primary elections and will consider the role and implications of the energy sector for the electoral cycle and the next government.

The XXXII annual La Jolla Energy Conference is set for October 11-12, and we are on the cusp of launching our revamped and reimagined web site and conference image.

Plans for a Natural Gas and LNG Roundtable in Mexico in December are also underway.

And since it’s never too early to think about Madrid in the spring, mark your calendars for the 5th edition of the Madrid Energy Conference on April 10-11, 2024, hosted in collaboration with IPD Latin America.

The Key Role of Seafarers in National Economies in a Net-Zero World

Seafarers and the maritime industry in general clearly play a vital role in national and global economies. And as the global economy continues to rebound from the Covid pandemic, the industry will grow. By 2050:

32,500 new vessels will be needed;

875,000 new jobs will be created;

5,500 mt of goods will be moved.

Meanwhile, the shipping sector is actively seeking to reduce its environmental footprint. It needs to up those efforts significantly. The sector needs a zero-emissions business model that addresses the “function of travel demand, travel mode, transport technology, GHG intensity of fuels, and energy efficiency.”
